A bright pink-red dye, sold in the US as D&C Red No. 27 or 28; its only job is color.

What it does

CI 45410 is the label code for a synthetic dye made from fluorescein. Red 27 is the plain form and Red 28 its sodium salt. Both are common in lipstick and blush.

The EU’s ingredient database lists it as a colorant (adds color).European Commission, CosIng (© European Union, CC BY 4.0) · uses put in plain words by Drop ↗

The evidence, graded

expert consensusUS rules (21 CFR 74.2327 and 74.2328) list D&C Red No. 27 and D&C Red No. 28 for coloring cosmetics generally, in amounts consistent with good manufacturing practice, and every batch must be certified by the FDA. The listings don’t include products used around the eyes, and under 21 CFR 70.5 a color may be used there only when its listing says so.FDA 2026 · Code of Federal Regulations, Title 21, Part 74 (eCFR, as of 2026-10-01) ↗

Graded per the methodology: strong · moderate · emerging · expert consensus. A weak source on a strong claim gets the weaker label.
